For example, your review boards would have met to look at the escalating costs with respect to the Chinook, but that wouldn't apply in the case of the JSF acquisition because it would be sort of multinational, with the different partners working together. So some of the cost control mechanisms that were allegedly in place for the Chinooks and failed aren't even applicable to this purchase. We're participating with a larger group of people. I'm surprised that all of these measures are in place to control the costs, yet you're proposing to acquire something without even knowing the costs.
