Expenditures for the Department of Foreign Affairs and International Trade, looked at as a proxy for diplomacy, have increased less rapidly than expenditures for the Department of National Defence. As everyone knows, the aid budget is now frozen at $5 billion a year. I don't have the aid figures in front of me to see how much they've grown, but certainly to try to increase the funding has been an ongoing battle.
