I don't understand. If that's the direction you want to go, to include it as part of the NATO study, I don't understand why you even need the motion then. Isn't it just about calling the witnesses you want? Again, that's a discussion that should be happening within the steering committee.

If you think it's germane to the actual study we're doing, then put forward witnesses to that effect. The steering committee should decide on how that's going to play out.

If it's part of it, it's part of it. You don't need to have a motion to that effect.
