So he was surrounded by fairly high-ranking people who saw the situation in a rather rosy light. He was told that almost all of the recommendations were being implemented, that it was almost all done.
When I first met him, I was very surprised and told him that, in fact, that was not what I was hearing. Eventually there was a changing of the guard. The information then became more accurate.
