There is a tendency to refer to the allegations of misconduct against General Vance as rumours, but these were not rumours. This was a complaint that was brought to the attention of the ombudsman, for which there was evidence of both the nature of the complaint and the details of that complaint. These were offered to the minister and he refused to look at them.
