In the military system, we do find that the evidence goes missing before trial.
We've heard testimony from the former ombudsman for national defence and the Canadian Armed Forces. Because he's not outside the chain of command and because he's beholden, finally, to the minister's office, he experienced reprisals from the minister's department and was unable to carry out his duties effectively. Would you agree that it's an unhealthy power imbalance between the ombudsman and DND, and it's detrimental to all members of CAF who rely on the ombudsman to assist them?
