We're using our military domestically for various kinds of disasters, emergency kinds of activities. I would suggest that's not a very good use of our military. It's a very expensive snow shovel to send to Newfoundland. We should be following the German example. They have an all-volunteer force of some 100,000 civilians who are well trained to deal with emergencies. We saw them going into action during those floods in Germany.
