NGOs and volunteer-led organizations can accomplish a certain amount. They can bring comfort, blankets and water, but there are going to be some skill sets missing. You mentioned tree clearing and running chainsaws and other heavy equipment. I guess there are skills that you and your brigade brought that otherwise wouldn't have been present.
