What I said was that I'm not putting you on the spot with respect to whether the oil sands development should be slowed down or whether a moratorium should be placed. I'm asking this: suppose the Minister of Natural Resources came into your office one day and said, “Howard, I've been swayed by these arguments, and I think we should slow it down or put a moratorium on it. I'm confused. Tell me, what are the levers that the federal government has or does not have in this area?” That's what I'm asking.
