They don't have recommendations; they don't have opinions; they don't have strategies. They have a mandate provided to them by the government at hand. The minister to whom they are responsible will be appearing before the committee, and those questions can be suitably asked of him when he appears.
I don't mean to restrict your questioning in any way. I just want to make it clear that it's not fair to these witnesses to be asked an opinion in front of the committee when that is not their responsibility. Their responsibility is to carry out the mandate of their act.
