Just on that point, Mr. Chair, I don't think that's what the rules say. We should go back to that perhaps at the next meeting and discuss what we decided in terms of the time and how it's allocated.

Secondly, based upon research you've done, what could you say in a couple of sentences about what you think the impact would be of a major oil spill—or, as you call it, a leak or blowout—in these waters?
