I just want to clarify something with you. You say that there is a duty to consult when a project is going on near a community. Of course there is. But in some parts of the Côte-Nord, where the Innu live, for example, some projects affect their rights and their interests even if they are not going on directly in their territory.
Does the duty also extend to cases like that?
