You said yourself you're the centre of the wheel of spokes emanating outward, and your power to convene and reconcile differences between line departments gives you a certain freedom, a certain mobility, that regulators don't have. So you're saying that the responsibility for Canada's overall reduction of 17% from 2005 levels in the next 12 years is somebody else's responsibility?
