A committee is only going to function properly if the witnesses are treated with respect and if they're allowed to give a reasonable answer to the question. If they're given a detailed multi-part question, you can expect that it's going to take a while for an answer. So let's have this committee function as it has been—very well, in the past—and when you ask a question, allow the minister to answer. In this case, he's the witness for the next couple of minutes still, and after that we'll suspend and get on to the next group of witnesses.
