In terms of market theory, making information transparent helps people make better decisions in a marketplace. I think that's one piece of information that's not always transparent right now. I think that bringing some of that energy performance data to the light of day and making it something that's easy to access provides a natural incentive to improve that performance.
If I'm a tenant looking to lease office space and there is one building with terrible energy performance and one with great performance, that may be enough to make the decision in terms of my lease, because often those costs are passed directly to the tenants anyway.
