That was my point, the four-cent payback on the energy efficiency. I'm just wondering; isn't the incentive to become more energy efficient saving energy? Have we not reached a point where businesses especially, but also maybe households as you indicated, are taking up this idea enough that we don't need to supplement them with taxpayers' money to achieve the outcome as we did when we originally started?
