The clerk cannot receive any other types of motions, she cannot entertain points of order or participate in debate.

Do we need to proceed by way of motion to restart the discussions that took place at previous subcommittee meetings or can we, since the meetings were held in camera and no decisions were actually made, bring the working documents back to the table at the next meeting?
