Mr. Doucet, do you think that the present situation regarding appointments in certain provinces, including our own, clearly shows that francophones are having increasing difficulty asserting their rights in their language? It isn't enough to say you're bilingual. We have to ensure that the individual before us is bilingual and adequately understands. As you say, it's not a social discussion. It's a matter for the future, of defence of one's rights and of the advancement of justice in one's language.
