We're going to change a number of things, as I said in my speech. It's because of these experiences and because of the frustration, which is real, that we've made decisions designed to change the situation on the ground. This is my first year as Minister of Canadian Heritage and Official Languages. I've taken part in round tables across Canada. I've checked with a number of organizations operating in the field, and a number of them have talked to you about existing problems regarding the manner in which they receive grants.
