I have not seen the study, but I'm led to understand that it was to make sure that the books were more accessible to the people who use them. So if they weren't being used at the base in Saint-Jean, what could be done to make sure these volumes were in a better place,
either in a municipal library, or at the St. Jean Royal Military College.
