One of the criteria we have used in the past to evaluate the departments is, indeed, that there should be an accountability framework. Are the results being monitored? Is there an internal reporting mechanism through which it can be determined whether the department or institution is or is not meeting its objectives under the Official Languages Act? Personally, I believe that when you analyze the way an institution is operating, there have to be clear objectives, those objectives must be understood, there needs to be a plan of action and the results have to be assessed.
