At least, that will get the work of the statisticians under way. Sometimes, it's easier to work from a first draft than from a blank page. Mrs. Boucher, I also think it's important to avoid asking people whether they are interested in a French-language school.
The only point on which I may agree with Mr. Corbeil is that it's not necessary to ask people whether they are rights holders. As you say, most of them might not even know it.
