The commissioner's questionnaire noted that 38% of English-speaking Quebecers had difficulty obtaining public health information or safety information from federal institutions in the language of their choice during the pandemic. This is higher than the 25% of francophones outside Quebec who reported the same issue.
While the federal and provincial governments were working together at the highest levels, we think their individual program announcements and rollouts were being done separately. Honestly, you know as well as we do that most Canadians and Quebeckers don't understand the complexity surrounding the distribution of federal and provincial areas of responsibility.
