From a language revitalization perspective, in addition to the fact that the fundamental objective of the Official Languages Act and its part VII lacks clarity, three major flaws make it impossible for the federal government to make commitments to enhance the vitality of the minorities: the lack of a genuine language plan; the negligence of the main actor involved in enhancing the vitality of a language, which is to say the community itself, consisting of its individual members; and the lack of intergovernmental coordination between the federal government and the provinces and territories.
