These institutions were overfunded because, based on the country's history, the anglophones were the conquerors. The anglophone communities were on the same footing as the francophone and Acadian communities, which were subjected to genocidal laws that prohibited the teaching of French. Situation is entirely different today.
Didn't this situation, in which the act continued to steadily reinforce English in Quebec and overfund anglophone institutions, contribute to the decline of French in Quebec?
