It seemed as though the whole thing was resolved on January 31, 2004, when the $21 million in question was booked in the consolidated public accounts as a non-recorded liability. At that point, Madam Bloodworth, you would agree that now everything was okay and in line with section 37 of the public administration act--that this was now a liability, and that would resolve all the issues and debates that must have been taking place?
