The finding in the report was related to the inconsistency in understanding by people in the various offices of what the inspection standards meant. We give an example where there was a standard of 67%. Some thought it was 67% of shipments; some thought it was 67% of all shipments. There was confusion. For a particular product, the way it was being applied across the country was different. These are instances where you would expect the same standard to apply across the country, and work needed to be done to bring that consistency into place.
