What I want to ask is how much, in your opinion, we can set aside responsibility of all the other departments, given their suggestion that the political process didn't work as efficiently and that they can't do anything until the political process is done on the previous bill. Is that a legitimate excuse on their part, and do we therefore need to look elsewhere for the problems? Or do they have some responsibility here, and it's not all just the political process?
