If there is a sudden economic downturn and the civil aviation industry faces a negative impact, therefore creating an incentive not to do the necessary inspections, do you have the capacity to respond immediately by staffing more inspectors? The risk obviously increases as a result of that. When an economic downturn increases the risk and inspections are not occurring, it's your responsibility to ensure that happens.
