There is something unclear because what you agreed to, what the Department of Finance agreed to, is as follows:

Starting with Budget 2013, the Department of Finance Canada will expand its internal analysis to provide the Minister of Finance with an assessment of the overall long-term fiscal implications of new budget measures before the budget is finalized.

Are you suggesting, Mr. Robidoux, that budget 2013 was finalized in October 2012?
