We know that. However, more specifically, the shipyards are having trouble building the ships and following the plans, and the federal employees have shown a lack of expertise. They didn't really have the tools. They were using Excel sheets. Were there qualified people? This isn't the first time that Canada has managed large contracts. Yet it seemed as though we were entering a totally new field, and this took several years.
Basically, it's a mix. There were weaknesses in terms of the shipyards, the federal employees and the people in charge. Is that right?
