So that I can clearly understand what you're saying, when you're re-licensing, it's the responsibility of the licensee to respond to you. In other words, with regard to the licence application, they must include in their response what exactly the capabilities of local communities are. In other words, you don't do that directly, but you do it indirectly by having the licensee advise you that this is their capability vis-Ă -vis the regulatory framework under which they operate, and they and community are submitting to you.... They would then specify why they think the community is able to respond appropriately to negative scenarios.
