You're saying that if we had a roster of eminent counsel appointed to the panel, appropriately picked in a rigorous fashion, with the participation of the Canadian Bar, and other independent bodies such as yours and the Department of Justice, and if the individual had the right to choose one among them, with the confidentiality guaranteed to the individual on the other side, since there is a lack of solicitor-client privilege, that would come close to what you just said.
