He was not. Obviously I can't verify whether or not there was some communication at some level with the U.S. Department of Homeland Security. If so, it certainly wasn't of a nature that triggered what would have been expected, to have some communication with a member of Congress, particularly a member of Congress who is a member of the oversight committee, to alert him to that fact.
I'm not aware that any of the parties on the ground--state, federal, or otherwise--were at all aware of this.
