The chair certainly isn't going to, and shouldn't, comment on the direction on this, but there appears to be a consensus that there is nothing definitive, because each issue in Parliament takes on a life of its own. In this particular case, a committee would be entrusted with putting the right level of responsibility on that, so that would fall back on the committee to work with at that point to hopefully either question or set its own standards, and it would be held accountable for that, at that particular point. The chair isn't going to belabour the issue any further.
