First, the computer systems were not very useful in targeting exports. That was certainly a problem.
Afterwards, we also noted that a significant percentage of targets, even when they were identified using the information systems, were not inspected by the field officers. That was partly due to the fact that there were not enough agents available when those exports were about to leave the country. The officers who were on holiday, for instance, were not replaced.
