When questioned about whether they were arresting the people on the street or the higher levels of the crime group, I think it was the chief who said they were not getting the head of the snake.
This is really the key. We can take our criminal justice system. Are we going to put kids in jail for three years, or are we going to try to get the head of organized crime?
