It indicates that, over those speeds, it's impossible to mingle freight and passenger traffic safely and efficiently. So you can use conventional rail to get to the higher speeds soon, but it's very difficult at the higher end to mingle freight and passenger traffic on the same corridor. You need to start separating it.
