Some of it was done with temporary foreign workers from Costa Rica, who were paid $3.57 an hour. The employer, the private sector contractor, was later found to have violated the law, and owes tens of thousands of dollars to those individuals. Is that something that, by going non-union, is going to save the taxpayers money, somehow, by paying people so little they can't afford to live?
