I'm not sure we're the experts on rail operations, but with every action, there's usually an equal and opposite reaction. If you slow down traffic in urban areas, there are opposite responses such as, I think one of the railway representatives mentioned the blocking of crossings for longer periods of time. There are also impacts on staffing levels for the crews, on having to acquire more railcars to a very small extent, and acquire more power to operate them, so I'm not sure.
