Absolutely. The port of Prince Rupert has room to grow and, I think, a strategy to grow. Sometimes the commercial decisions don't reflect potentially what the policy decision should be. Again, that's why I think that, overall, there probably need to be some levers that we haven't identified yet and that would help the cargo flow properly—or better than it does today.
