But Mr. Berthold had two and a half minutes left from Mr. Rayes, and in that two and a half minutes he reintroduced his motion and started speaking directly to his motion. When a member is speaking to a motion that is before us, he has the right to speak to it, and if he chooses to speak to it for 35 minutes or 40 minutes, or two minutes, he has the right to do that.
