This is an issue that causes a lot of confusion with some people at home, who might see projects going forward, but see in the news that money is not being spent. My understanding is that this is because of the way that the federal government funds projects, which is usually by contributing their share as receipts come in.
Is this the ordinary practice? If so, is there a better way to get projects built faster? I'm less concerned with the time at which the federal government cuts cheques; I'm more concerned about when people are going to work and when communities have new assets.
