I've had several meetings with people who support the bill. There are no absolutes; things aren't necessarily black or white. People may like certain parts of the bill and other parts less so. Whatever the case may be, the bill ultimately would grant more authority to the ports to make decisions concerning traffic, which they currently can't do.
