I spoke in general terms about the five-year point. There is a general rule of about five years. However, there is a class of exceptions for late onset diseases. For example, some cancers might not appear until 20 years after the trigger event. So there is a list of exceptions, including post-traumatic stress disorder, that may fall outside the time limit. We recognize that not everything will materialize within five years of the incident, but those are the exceptions rather than the norm.
