When you look at the numbers on this benefit for disabled veterans—which has three grades and it's tax-free—the amounts being given are less than were given under the old program. I'm assuming that the lower amounts are because it's tax-free and they're not having to pay the taxes. So really, it's not a new program. It's the same amount of money less having to pay the taxes. Would that be accurate?
