Do you believe that, while there are veterans who feel they aren't well served by the program, the responsible thing to do would be to identify where gaps exist and address them, rather than to presume the entire system is broken?

As the evidence has shown, the program is not entirely broken. There are veterans who are having successful experiences, and there are veterans for whom the experience can be better. Now we can take this information, continue to improve the rehabilitation program and look at the delivery of the program to best meet the needs of veterans.
