Madam Speaker, a point of order. I wish to indicate, pursuant to our standing orders, that after the speech of the hon. member for Cape Breton Highlands-Canso, that all subsequent speakers from the government side will be sharing their time. In other words, two 10-minute speeches as opposed to one 20-minute speech per round.
