Mr. Speaker, from time to time I have heard the hon. member for Mercier talk about the responsibility of members of Parliament to listen to the grassroots, to listen to people in their own regions.
I would like to quote a very important statement: "In order for unemployment insurance to fully play its role of automatic stabilizer, we feel that it would be advisable to set contribution rates in such a manner as to allow a surplus to accumulate during periods of expansion, thus avoiding the necessity to increase contributions during periods of recession".
