Mr. Speaker, the Minister of Intergovernmental Affairs tried to justify Ottawa's new strategy on the Quebec referendum as follows, and I quote: "There has not been enough emphasis by the federalists on demonstrating that the federal system works well and works for Quebec. I think that is one of the problems". The minister's perception of the facts is selective, to say the least.
My question is directed to the Prime Minister. Can he seriously claim that the federal system works well and works for Quebec, when in one particular case, his Minister of Intergovernmental Affairs has refused to compensate Quebec for what it spent on educating young Crees, a total of $130 million?
